Article A – OFFICIAL NAME 


Section 1. The name of the board shall be the Livonia Public Schools (LPS) Sexuality Education Advisory Board.

Article B – PURPOSE 


Section 1 – The LPS Sexuality Education Advisory Board Committee shall function on a continuous basis in an advisory capacity to the Livonia Public Schools Board of Education in accordance with Michigan laws.

Section 2 – Specifically, this advisory board shall assist the LPS Board of Education, the LPS administration and the LPS Staff in establishing program goals and objectives to provide students enrolled in Livonia Public Schools Sexuality Education units in 5th, 6th, 7th and 10th grade Health courses. All LPS Health courses will be provided accurate knowledge regarding reproductive health and sex education information to support the reduction in the rates of sex, pregnancy, and/or sexually transmitted disease among students.

Section 3 – The LPS Sexuality Education Advisory Board shall provide a thoughtful, timely and periodical review of reproductive health and sex education curricula and materials for use in all LPS Health courses.

The curricula and material will provide information to students that are

  1. Age appropriate
  2. Developmentally appropriate
  3. Medically accurate

The advisory committee will develop recommendations for goals, objectives, curricula, and materials regarding reproductive health and sex education. These recommendations will be forwarded to the LPS Board of Education. Representatives from the LPS Advisory Board may be asked to assist the administration with presentations to the recommendations to the Livonia Public Schools Board of Education.

Article C- AUTHORIZATION 


Section 1 – The Livonia Public Schools Sexuality Education Advisory Board is a public advisory committee with members consisting of parents, students, teachers, clergy, and health care professionals.

Article D – MEMBERS 


The LPS Sexuality Advisory Board will be compromised of at least 50% parents. The remaining members will be made up of teachers, students, clergy and health care professionals. The parents will be compromised of a diverse group of parents from all grade levels and special needs.

If a member is absent, they will be given the materials covered to preview prior to an official vote.

Article E – APPLICATION FOR MEMBERSHIP


The Sexuality Education Advisory Coordinator will notify the public via the Livonia Public Schools web site when there is a new application for membership. This process will occur once every 3 years.

Article F – TYPES OF MEMBERS


Section 1 – CO – CHAIRPERSONS: The LPS Sexuality Education Advisory Board shall consist of two co-chairs appointed by the Sexuality Education Advisory Board Coordinator. One co – chair shall be a parent of a student who attends Livonia Public Schools. One co-chair shall be a Livonia Public Schools Teacher.

Section 2 - PARENT MEMBERS: At least 50% of the official members shall be parents who have a student currently attending Livonia Public Schools. In addition, the official parent member shall be individuals who are not employed by Livonia Public Schools.

Section 3 – HEALTH CARE PROFESSIONAL: A community health care professional shall be an official member of the advisory board.

Section 4 – OTHER MEMBERS: The remaining official members shall be LPS students, LPS teachers and local clergy from the community.

Article G – TERMS OF MEMBERSHIP


Section 1 – NON-LPS MEMBERS: The length of term of the LPS Sexuality Education Advisory Board is three years. Members are appointed by the Sexuality Education Advisory Board Coordinator.

Section 2 – LPS MEMBERS: The LPS staff shall be appointed to serve the same term of three years. All LPS Staff shall serve without term limits.

Section 3 – TERMINATION OF MEMBERSHIP: Continued advisory committee is contingent upon attendance and excused absences.  Members are encouraged to contact the coordinator. Three un- excused consecutive absences from regularly scheduled meetings shall be removed from the committee. Replacements will be found from previous applicants.

Article H – DUTIES OF MEMBERS


 Section 1 - The advisory committee will develop recommendations for goals, objectives, curricula, and materials regarding health and sex education. These recommendations shall be forwarded to LPS Board of Education. The LPS Board of Education will then vote on the updated curricula.

Section 2 – In their role as advisory board members, the committee’s requests, needs, concerns and recommendations shall be presented to the LPS Board of Education.

Section 3 – Co-Chairpersons: shall exercise general supervision and control over business and affairs of the LPS Sexuality Advisory Board Committee. In addition, the chairpersons shall assist the coordinator in developing the agenda for the meetings of the advisory board, and preside over such meetings.

Section 4- All members

a.)Attend regularly scheduled meetings.

b.) Periodically assist the LPS administration with establishing goals and objectives regarding age and developmentally appropriate reproductive health and sex education for students in the LPS Health courses.

c.)Periodically review and recommend curricula and materials for use in the LPS Sexually Education Programs that will provide age appropriate, developmentally appropriate and medically accurate information to students about reproductive health and sex education.

Section 5: The LPS administration will organize and provide a variety of curricula and materials for the advisory board to consider.

Section 6: The advisory committee recommendations will be forwarded to the LPS Board of Education to consider for approval.

Section 1 – The advisory meetings shall follow a prescribed agenda

  2. Approval of previous Meeting’s Minutes
  3. Approval of Agenda and addition to the Agenda
  4. Presentations
  5. Information Items
  6. Items requiring action by the committee
  7. Announcements
  8. Adjournment

Section 2 -Notices of meetings shall be given as soon as possible. Notices shall include a listing of items for discussion and/or action.

Section 3 – A copy of minutes to each meeting shall be sent to all committee members.

ARTICLE J- VOTING RIGHTS AND PROCEDURES

Section 1 -Only official members in good standing may vote at the Livonia Public Schools Sexuality Education Meetings. Each member shall hold one vote on each business item.

Section 2- All decisions and actions on all issue brought before this advisory committee shall be determined by a show of hands. All votes will be recorded and entered into the minutes.

Section 3 – A majority (5o% +1) of the votes cast shall be required to receive approval or pass any business item by the advisory committee.

ARTICLE K – AMMENDMENTS


Section 1 – These By-Laws, or any Article, or section thereof, may be recommended by the LPS Sexuality Advisory Board to the LPS Sexuality Advisory Board Coordinator. A written notification must be sent to each member at least 10 days prior to the time of consideration.
