    Phillip Francis, Assistant Superintendent of District Services

    Phillip Francis has been employed with Livonia Public Schools since 1999. He began his career with the district as a teacher at Churchill High School. During his time at Churchill, he also coached freshman football and girls basketball.

    In January 2005, Mr. Francis was hired as the Assistant Principal at Frost Middle School. After his time at Frost, he became the Assistant Principal at the Livonia Career Technical Center.

    In 2009, Mr. Francis became the Federal Programs Coordinator at the Administration building. He held that position for six years, until the summer of 2015, when he was hired as the Assistant Director of Human Resources.

    Mr. Francis was hired as the Director of Operations in the fall of 2016.

    The District Services department is essentially the mission control center for the district. They keep all building functions operating smoothly.

    A major role of the District Services and Facilities and Operations departments is maintaining each building in the district, inside and out. This includes everything from building repairs and construction to lawn maintenance and snow removal. All custodial staff and tasks also fall under the umbrella of the Operations department. The Operations department is fully invested in ensuring that the students and staff of Livonia Public Schools are learning and working in safe buildings, both structurally and security-wise.

    In addition to maintaining district buildings, the Operations department is responsible for running the warehouse and its inventory, coordinating mail service to all buildings, and making deliveries around the district. They are also the department in charge of purchasing, which includes receiving bids, compiling purchase orders, and vetting new vendors.
